Summary
Project title: Condition Survey – Chester Town Hall Heritage Site
Client(s): Cheshire West and Chester local authority and QWEST
Time frame: 2-3 weeks
Scope: Produce a condition survey with lifecycle costings. Prioiritising any urgent and/or Health and Safety works.
PROJECT BRIEF:
Cheshire West & Chester through QWEST services requested a condition survey to calculate the existing condition, immediate urgencies, health and safety challenges, and economic issues of their Town Hall Heritage site. A report needed to cover the building’s structure, fabric, mechanical, and electrical components to strategise and plan repairs and refurbishments. This established which areas required listed building consent approval, building regulation approval, heritage specialists, and funding. Due to the listed nature of the building, certain areas had restricted access that needed specialist and cost-effective equipment to survey without disrupting the structure and surrounding public footpaths.
THE RESULT:
Pearsons graded each building element in terms of its condition and priority in addition to calculating the budgets for these repairs. Our health and safety surveying, including drone roof surveying, ensuring that our report presented the client with necessary, cost-effective solutions. Budgeting is vital to local authorities, so their spending allocation must be distributed in order of urgency to confirm the upkeep of the building. We were able to establish the building’s longevity by filling in any gaps in the building’s data in exceptional detail to create outstanding baselines for future budgets. Our reactive responses have made us a trusted supplier for QWEST and Cheshire West and Chester for a number of years.
